International openness is very important for the university environment. The Minister of Education, Ligia Deca, stated, in Toulouse, at the official opening of the Scientific Francophonie Conference, that it is necessary to continue to adopt, through consensus including political, measures to support international mobility for their academic value, to support insertion on the labor market and to support and adhere to francophone values.
